i tested the proposed update, rebooted and i get this message and no qcad..

Bodhi is disabling automatic push to stable due to negative karma. The maintainer may push manually if they determine that the issue is not severe.

my karma should however likely only be against BZ#1790550 sorry for that if it matters...
i took updated the package as per instructions:
"sudo dnf upgrade --enablerepo=updates-testing --advisory=FEDORA-2020-bb761cf1dd"
several dependencies were installed alongside of this specific package
to make sure nothing else screwed things up i rebooted, and as per the comment i do not get a qcad window but there is (just like in BZ#1790550) a qcad and a qcad-bin process running in the background, no GUI though
(unless i set QT_QPA_PLATFORM=xcbbefore starting qcad, then i get one!)
i already had the package you mentioned installed
what i meant with the karma rating was that i cannot say anything about a fix for BZ#1728090 and i am not too used to do things in bodhi....
i hope this does explain and i do apologize if i am not using this fora in the right way...

QCAD works for me with both Wayland and X11 on Fedora 3.
Make sure that
qt5-qtbase-gui

with qcad-3.24.2.1-3.fc31it seems i can get it started in wayland :)
