Tested on VM updating the 20210227 ISO and it worked fine, with the users dirs created.
This update can be pushed to stable now if the maintainer wishes
The openQA test failure here is I think happening because this fixes a bug I had worked around in the openQA tests. Will fiddle with that tomorrow.
