This enables parental controls support in GNOME. Fedora Workstation WG decided to try to enable it for Fedora 35 Beta (https://pagure.io/fedora-workstation/issue/186) and is hoping to land it in Beta if things look good; if not, revert.
The update to gnome-settings-daemon also adds an automatic power-saver mode when low on battery, fixes text problems in the low power notifications, and a number of other bug fixes.

Attempting to launch gnome-control-settings fails. System journal says:
@sgallagh, That sounds like an issue between webkitgtk / gstreamer and not a problem with gnome-control-center and this update.
@sgallagh since we established your bug is an upgrade path issue and not exactly a problem with this update compared to current stable f35 state, can you revise your feedback? Thanks!
