Update oscillatord to 1.2.8 which requires ubloxcfg 1.12 and disciplining-minipod-1.2.0
Changelog for oscillatord:
* Set serial props for sa3x oscillator
* Perform software reset on the gnss receiver after configuration
* Fix refacto of GNSS fix fetched from ubloxcfg EPOCH
* Set PHC time using GPS time instead of UTC one using newly added UBX-NAV-TIMEGPS
* Add UBX-NAV-EOE to get End Of Epoch so that Epoch is complete during the current Epoch and not at the beginning of the next one
* Parse UBX-NAV-TIMELS inside oscillatord to be able to use ubloxcfg from upstream
