Drop extra capabilities from gnome-shell. They're optional and they break shutdown from the login screen with new glibs.

This depends on the mutter from FEDORA-2021-ce1f1fbfff , which is not stable and is not currently going stable during the freeze because it does not fix any blocker or FE. This cannot be pushed stable as-is, we need to figure out how to deal with that.

I went ahead and merged the two updates together. This one should have all the required dependencies now and should be good to push to stable. Could people add karma again, please?
@geraldosimiao not without an FE, because the newer version is a major change. but we have an FE now, so we have done that.
this combined update should be good, I have actually tested this combo of packages in staging openQA and manually already, so +1ing.

This update is actually still not internally consistent, it looks like. The failed tests fail because g-i-s crashes on startup. I suspect we actually need something from FEDORA-2021-c104728b9a to make this work properly, perhaps gsd-desktop-schemas. I'll force a test of those updates together on staging to see if that works better.
