I think this broke the default background in fresh installs / live image builds. openQA tests of Fedora 35 updates today are showing an upstream KDE background on the "build a KDE live image and boot it" test:

Yesterday, the same test was passing fine. This is the obvious suspect in the set of updates that was pushed stable in the last day.
FEDORA-2022-3a75635d6a fixes the theming problem.
