More codec enablement work:

  • Add VAAPI encoders for mjpeg, mpeg2, vp8, and vp9
  • Fix codec2 support enablement
  • Properly enable decoding and encoding ilbc
  • Ensure hwaccels for enabled codecs are turned on

Also ffmpeg now uses shaderc for Vulkan

sudo dnf upgrade --refresh --advisory=FEDORA-2022-53adf370dd
