From some further analysis (https://github.com/containers/podman/issues/16107#issuecomment-1276752417) it seems to be related to the missing
manager: optionally, do a full preset on first boot
patch, but I've not validated it on a fresh system so it could just be some left-over from the previous downgrade&upgrade test.Hi I validated the above on a fresh system.
clean F37 system with podman installed does not work currently.

as it is installing podman on a clean F37 system and trying to create a pod results in:
this makes F37 unsuitable for containerized workloads at the moment.
