it seems to introduce the regression here: https://bugzilla.redhat.com/show_bug.cgi?id=2133792

From some further analysis (https://github.com/containers/podman/issues/16107#issuecomment-1276752417) it seems to be related to the missing manager: optionally, do a full preset on first boot patch, but I've not validated it on a fresh system so it could just be some left-over from the previous downgrade&upgrade test.

Hi I validated the above on a fresh system.

clean F37 system with podman installed does not work currently.

original podman issue: https://github.com/containers/podman/issues/16264 my testing: https://github.com/containers/podman/issues/16264 systemd pr that should fix the issue: https://github.com/systemd/systemd/pull/25004

as it is installing podman on a clean F37 system and trying to create a pod results in:

$ podman pod create
Error: unable to create pod cgroup for pod 5c4a48b5d6ceb60f86612e6fd7c3d7b94690d6914d93e25d5d0a1af7d69ba95a: error creating cgroup user.slice/user-libpod_pod_5c4a48b5d6ceb60f86612e6fd7c3d7b94690d6914d93e25d5d0a1af7d69ba95a.slice: Unit user-libpod_pod_5c4a48b5d6ceb60f86612e6fd7c3d7b94690d6914d93e25d5d0a1af7d69ba95a.slice already exists.

this makes F37 unsuitable for containerized workloads at the moment.
