The change for 2016613 just doesn't seem to work, AFAICT. I grabbed the live image that openQA built, booted it locally, confirmed it has anaconda-36.16.2-3.fc36.x86_64 in it, confirmed that GNOME was running on Wayland, ran the installer, and chose Russian.
Result: the layout indicator is still displayed on every installer screen, the keyboard layout configuration spoke is present and lets you do stuff, and clicking on the indicator still tries to change the layout. The bug is still present, too - selecting 'ru' and hitting the shift key switches to 'us'.
