I've confirmed via manual work in targetcli via the clearconfig command.

Originally attempted with python3-rtslib-2.1.74-5.fc35 and target-restore-2.1.74-5.fc35 would fail with a stack trace complaining that /sys/kernel/config/target/iscsi/cpus_allowed_list is not a directory.

Updating to the new packages referred to in this update allowed me to clearconfig with no error.

This update has been pushed to testing.
