As I said in the mailing list, Fedora 37 is not yet released, and is going to be maintained for 13 months. rspec 3.11 is released on Feb 2022, so it can happen that if we skip rspec 3.12 on F-37, finally F-37 may have "2" series behind the latest rspec (when rspec 3.13 is released on 2023-May, for example), So for now I am going to push rspec 3.12 series on F-37.
