It seems kernel BUG at fs/btrfs/delayed-inode.c:1504! isn't new in 6.4.16. It is mentioned in kernel mailing list. It seems to be fixed in 6.6-rc2. I can create bug report if necessary.

This update breaks dumping a kernel using kdump to NFS https://bugzilla.redhat.com/show_bug.cgi?id=2239109
@jelly : #2239109 says it worked in 6.4.14, what about the current stable kernel 6.4.15? The signed packages are available from https://kojipkgs.fedoraproject.org/packages/kernel/6.4.15/200.fc38/data/signed/eb10b464/ .

Unable to mount NFS volume. Kernel log says
selinux unable to set superblock options before the security server is initialized
even if selinux is disabled. Works on 6.4.15.

Why is this obsoleted if the new kernel still in testing?
Because this one was only in testing. A newer update in testing beats an older update in testing.
Older update would only be kept alive if it was already queued for stable push, IIRC.
