So, this update has inherited a breakage from the postgresql change, I think. The database server test for the postgresql-15.3-5.fc39 update also failed; by rebuilding that package version for icu 73.2, this update has inherited whatever the bug is there. I will look into it in more detail soon.

openQA tests pass now. CI failures are system issues (dnf5/python3.12 related, I believe), so I think we can waive those and push this.
This update cannot be pushed to stable. These builds cyrus-imapd-3.6.0-6.fc39, qt6-qt5compat-6.5.1-2.fc39 have a more recent build in koji's f39 tag.
