While trying to install the freeworld drivers from rpmfusion I got this error, as the others have:

Thanks for your time with testing.
Dnf swap is the recommended way to switch to freeworld version when va-driver is installed (as by default).
But the problem is when a new major version arise, the recommends to a fedora va-driver package is changed and re-evaluated. So this lead to the same file clash that you experiencing.
My conclusion to that is that versioned recommends is (here in particular) a bad thing. (unverioned recommends will fix this issue).
