This seems to have a problem. After updating to it and rebooting, existing UEFI VMs cannot be started, I tried two. @geraldosimiao confirms and says he found that recreating the VM with the same drives got it to work for him, but I'm not sure I want to do that with at least one of my VMs.
Bodhi is disabling automatic push to stable due to negative karma. The maintainer may push manually if they determine that the issue is not severe.
It looks like since the upgrade to edk2-stable202308, only newly created VMs are bootable, but existing VMs fail (see my comment and negative karma on that previous update).
We actually have two bugs. The -13/-14 builds refusing to load shimx64.efi is fixed in -16.
The other bug (firmware hanging before initializing the display) is tracked here:

The build I was previously running was 20230524-4 .
confirmed that both my UEFI VMs start fine again after downgrading to 20230524-4 .
