This update takes python-uvicorn from 0.15.0 to 0.23.2, which delivers several upstream features and fixes. It also resolves a Python 3.12 build failure.
It also takes python-httptools from 0.2.0 to 0.6.0. This is very little change according to the upstream release notes, but is required to provide the minimum version needed by python-uvicorn.
Finally, this update also includes a new build of python-uvloop (same upstream version), fixing a Python 3.12 build failure.

I’m not confident that this is perfect, but until upstream catches up, it’s a lot better than not having uvloop and uvicorn at all! With this update, I am able to restore the uvloop and uvicorn dependencies in python-asyncpg and python-fastapi, respectively.
