This update makes sure keyboard layouts that can input latin characters get preference over keyboard layouts that can't input latin characters, when deciding which layout to activate before a user has selected one specifically.

I have unpushed this update because if it gets pushed stable after Beta freeze is lifted, it would inadvertently reintroduce the newUI-intended g-i-s flow which has been deferred to F40.
