@adamwill can we get this update merged with selinux-policy update? FEDORA-2023-22190b6562 contains selinux-policy version we depend on for this FreeIPA update but I cannot merge these two bodhi updates myself.

No, you can't merge updates (at least AFAIK). Either wait for the selinux-policy one to go stable and then re-trigger the tests on this, or do a no-change bump/rebuild and edit that build into the selinux-policy update (ask me or another provenpackager to do it if needed).

Tested with selinux-policy 38.28-1, create an IPA user with passkey, console login and ssh login with passkey works well

Another update is in the same state (blocked by the selinux-policy update) and the selinux-policy update is now queued for stable, so just to clear everything up, I've added the selinux-policy update to openQA's workarounds list and rerun the tests. They should pass this time and the update should be queued for stable alongside selinux-policy.
