Avoid requiring systemd for systemd rpm scriptlets
There is no need to require systemd as systemd correctly handles reloading regardless of the transaction ordering (even if systemd is installed after the package that installs the unit file).
This fixes fedora flatpak runtime build where zvbi got added to due to ffmpeg dependency changes.
