Fix operation with -j with no arg

This updates F40 to the latest version from rawhide:

Add pyc-zero-mtime handler for ostree builds
--check mode
Properly process all entries when iteration fails for an entry
Better error messages related to $RPM_BUILD_ROOT
Reduce debug output for jar files
Use a rust reimplementation of marshalparser
