PMF is back.

BZ#2274069 AMD-PMF driver fails to load on kernel- 6.8.4-300.fc40.x86_64. Resulting in GPU failing to use full gpu available watts.

Kernel works fine in QEMU/KVM with cpu-passthrough (AMD Ryzen 7 PRO 6850U, x86_64). Regression test PASS.

Tested with F40 KDE Spin, up to date with updates-testing enabled. tainted = 0. I'm testing with confined user accounts (user_u in this case): expected experience.

BZ#'s not verified.

The bluetooth regression (BZ#2274047) is definitely fixed in this. No other regressions noted.
