Tried it today using instructions from the copr project (with some changes, given one of the services mentioned there doesn't exist). It only worked (kind of) when I started headless session from within an actual session. RDP login worked, background showed, but gnome-shell did not actually start properly (no activities bar).
Didn't have much time to debug further, so just reporting an early experience.
The helper to run the whole session was decide not to be part of the gnome-remote-desktop package itself, but gdm, so that it could be generic. I suppose we need to add that back to the package downstream if it didn't end up in gdm. Can you open a bugzilla issue about it?
