In my case, behavior and denials seem to develop equally as in my selinux-policy-40.19-1.fc40 post. Karma +1 for expected behavior in confined user account environment with user_u user account and

Looks OK although scriptlet "selinux-policy-devel-40.20-1.fc40.noarch" gave an "illegal character" error message during install.

systemd-journald wasn't denied reading /etc/systemd/journald.conf with selinux-policy-40.20-1.fc40 which it was with selinux-policy-40.19-1.fc40 as in https://bugzilla.redhat.com/show_bug.cgi?id=2281489 Thanks.
