This update disables use of the XDG portal for respecting camera access permissions for now; testing has turned up various issues with this which make us think it's not really quite ready for prime time yet. It also adds a patch related to camera capability discovery which was meant to be in 46.1 but was inadvertently omitted from the upstream tarball release. It results in a much better frame rate on Logitech C920 cameras and possibly others.

Works much better now - no more crashes, camera permission / portal issues, and framerate is much better (Logitech C920 HD Pro).
