Whoops. I made a big booboo today, and disabled gating entirely briefly. This allowed all gated updates to go stable. This was gated because it failed its own tier0.functional test.
Similarly to the libselinux and libsemanage updates, this seems to have failed in a cleanup phase on an unexpected AVC (the same as the one those two updates hit).
