The gating tests for the corresponding rawhide update failed, and there's also FAIL rpminspect issues in this update.
The update description is not very descriptive, digging through the commit log of the package shows that the recent commits were backported CVE fixes - maybe they caused regressions?
Bodhi is disabling automatic push to stable due to negative karma. The maintainer may push manually if they determine that the issue is not severe.

There is no regression in this version. Only the rpminspect is failing due to unaccepted licenses. I will add this commit [1] to f40 as well, which will fix this.
