This does cause the new background to show up in GNOME, and I've eyeballed the changes upstream and downstream and they look okay - a few things were missed upstream, but they don't look to be critical for Beta purposes.
these builds change the default background on my F40 install so that they are different from F39 and the system remains functional

Well, it works at a functional level.
strange, I have made system upgrade F39 -> F40 KDE. I have the f39-backgrounds-base-39.0.5-3.fc40.noarch f39-backgrounds-kde-39.0.5-3.fc40.noarch packages and dnf downloaded only f40-backgrounds-base-40.0.0-1.fc40.noarch and desktop-backgrounds-compat-40.0.0-1.fc40.noarch. Why dnf did not installed the f40-backgrounds-kde-40.0.0-1.fc40.noarch.rpm package here?
Installed manually f40-backgrounds-kde-40.0.0-1.fc40.noarch.rpm and it shows on plasma system settings.
