I've tried to reschedule the failed openqa tests (including rebuilding the test image), but it still fails, anaconda doesn't start. I'll ping adamw on #quality to have a look at it.
I think it's a real bug. The same is frequently happening in Rawhide and causing random updates to fail gating. The fact that it's showing up on this update in F40 but not on other updates suggests it's caused by gnome-shell or mutter...
Bodhi is disabling automatic push to stable due to negative karma. The maintainer may push manually if they determine that the issue is not severe.
It is an actual bug, I just confirmed that anaconda (and other apps, as it seems) starts invisible. More details here:

Funny, I didn't notice the bug because I have Thunderbird running with a Wayland native window - and it's the only app that would've been affected by it on my machine. Anyway, after upgrading mutter, I can confirm the bug is gone, at least with Xwayland Thunderbird.
