Bodhi is disabling automatic push to stable due to negative karma. The maintainer may push manually if they determine that the issue is not severe.
I encountered this problem, too, and had to remove wine temporarily. Upstream, wine removed the dependency in version 10.10, released five days ago, along with the corresponding wine-staging:

Had to uninstall Wine to get the new mesa and mesa-compat packages to install, but then when I went to reinstall Wine (10.4-3), it wanted to downgrade mesa back to 25.0.7-2
Wine 10.4-3 still prevents the install of Mesa 25.1.4-2.
Removing Wine, installing the update and attempting to reinstall Wine causes it to want to downgrade Mesa to 25.0.7-2
Attempting to update Mesa with Wine installed wants to update mesa-libxatracker to 25.1.4-2 and skip all other packages due to conflicts and broken dependencies.
WINE has an issue still, because the commit merged in wine for f42 was incomplete. Build requirements were updated to mesa-compat-libOSmesa but the runtime dependencies are still pulling in mesa-libOSmesa. The same changes are needed for the run rependencies of mesa-core package.
This update has been submitted for testing by jexposit.

Okay, removing wine allows to upgrade, so probably wine needs to be rebuilt with different dependencies?
@agurenko oh, good catch! mesa 25.1.4 removes the mesa-libOSMesa package. Neal already created mesa-compat to provide it: https://src.fedoraproject.org/rpms/mesa-compat/
But it is not available in Fedora 42. I created a MR to make it available in Fedora 42: https://src.fedoraproject.org/rpms/mesa-compat/pull-request/1
And another one to use it in Wine: https://src.fedoraproject.org/rpms/wine/pull-request/24
I'm going to close this build for the moment and I'll push a new one once the issue is solved.

A little update. Wine developers are not ready to push Wine 10.10 because "wine-mono does not compile with the new version of GCC (mingw-w64)": https://src.fedoraproject.org/rpms/wine/pull-request/24#comment-269505
So this mesa update is currently waiting for the release of mesa-compat: FEDORA-2025-9ccc5a859c
I can not push it, so I think it'll have to wait a few days.
