If this is used to build fedora-bootc 42, people pulling images based on that new base image would have mislabeled /usr/etc. (Which to be clear, I think in practice is mostly cosmetic, but OTOH at least FCOS had a CI check for this.)

We can unpush for f42 and leave 43/44 as it will likely get the libselinux updates before stable.
