Backport bugfixes from upstream master branch: - fix compiler options when a language is used by a subproject but not a superproject - do not raise exception for unknown options in -U option - fix issue where cmd_line.txt includes an incorrect None entry - fix issue where options for not found subprojects are incorrectly reported as unknown
