%sysusers_create_package is only available on F42+, I'm switching to the old %sysusers_create_compat for F41. A new build is coming.

I think this is missing a BuildRequires: systemd-rpm-macros, as shown in the guidelines - https://docs.fedoraproject.org/en-US/packaging-guidelines/UsersAndGroups/#_dynamic_allocation .

Bodhi is disabling automatic push to stable due to negative karma. The maintainer may push manually if they determine that the issue is not severe.
