I think this breaks upgrades. I've just upgraded a bunch of boxes from F41 to F42, and iptables and ip6tables services failed after upgrade on all of them, because there is no iptables (or ip6tables) binary - not in /bin or /usr/bin or /sbin or /usr/sbin. I have to dnf reinstall iptables-nft - which makes those binaries show up - and then restart the services.

@adamwill can you tell which version of iptables you were upgrading from? I thought to have tested f41->f42 upgrades before pushing this out.
