Fix PRETTY_NAME for KDE Plasma Desktop Edition
This update prepares the fedora-release package for the final Fedora Linux 42 GA release. Key changes: - Ensures that all "Prerelease" indicators in /etc/os-release and system branding are only applied conditionally based on the %{is_development} flag. - Confirms is_development is set to 0, so %autorelease produces a stable GA.

Please test that no "pre-release" notices are shown during installation, boot, or within system tools on any release-blocking desktop environments.
