I ran sudo dnf offline-upgrade download --refresh with updates-testing enabled in a Fedora 42 KDE installation. dnf problems occurred because qemu-block-nfs-2:9.2.0-21.fc42.x86_64 requires libnfs.so.14()(64bit) from libnfs-5.0.3-2.fc41.x86_64, but vlc-plugins-extra-1:3.0.21-19.fc42.x86_64 requires libnfs.so.16()(64bit) from libnfs-0:6.0.2-2.fc42.x86_64. I reported this problem at https://bugzilla.redhat.com/show_bug.cgi?id=2352668
