This update backports a tweak to the typing delay logic which we hope will avoid inadvertent repeated inputs when typing very slowly (using max_interval or TYPING_LIMIT).

Hmm, I'm a bit worried this might be the cause of the desktop_login test's sudden inability to reliably type terminal. I might fiddle with the number here a bit and see what happens.
