This bumps an soname - apparently without the required announcement to devel@ - and breaks multiple dependencies:

either the soname bump should be avoided, or if it's correct, follow the requirements in the update policy - "When a proposed update contains an ABI or API change: notify a week in advance both the devel list and maintainers directly (using the packagename-maintainers@fedoraproject.org alias) whose packages depend on yours to rebuild or offer to do these rebuilds for them." - and replace this update with a side tag one that contains rebuilds of the dependent packages.
