Update loupe to version 49.0.
Update snapshot to version 49.0.

This update also includes the following Rust dependency updates:

Update the glycin crate to version 3.0.0.
Update the glycin-utils crate to version 4.0.0.
Update the glycin-common crate to version 1.0.0.
Update the image crate to version 0.25.8.
Initial packaging of the moxcms and pxfm crates.
