Bodhi is disabling automatic push to stable due to negative karma. The maintainer may push manually if they determine that the issue is not severe.
To be clear here. I don't have any aarch64 hardware and also I have limited knowledge of the architecture. We're holding security updated for major architecture (x86_64) due to aarch64. There isn't any ETA yet for the aarch64 fix, it can take any time long to fix that for Fedora builds.
Also any help welcome with the aarch64.

The cockpit issue is not aarch64-specific. It is broken on both arches.
However, at your request, I've disabled that part of the test for now, so this update will soon pass testing. This means we're releasing it with a known issue that breaks a key part of Fedora Server.

I pinged @stransky directly when I created the PR. I am guessing he's away, so whoever has the power to merge, that should fix the build.
