Update libcdio to 2.3.0 and rebuilt all dependencies of libiso9660.so.11 which was bumped to libiso9660.so.12.

Per the rmdepcheck result, this is missing a rebuild of python-pycdio:
That package is on installer images, btw, so that's a critical issue. That's why the openQA tests failed.
pycdio has been retired. Not sure how to handle this. I cannot rebuild it.
I was looking at the wrong package. pycdio is retired, python-pycdio not. Sorry.
