ebranch: EPEL branch-request filing and escalation (issue #9). New resolve --report writes the closure as a TOML; file-request files one request, file-requests files for a whole closure and links them along the dependency graph, escalate adds a needinfo ping to requests NEW for a week. --fas/--sig co-maintainer offers.
hs-relmon: new review subcommand — interactive karma-style review of builds in -testing tags (+1 promote, -1 reject, 0 skip), with changelog-since-release, not-newer warnings, and --skip.
hs-relmon: prune-tags / prune-manifest now untag testing builds whose version is not newer than the latest release build, not just exact promoted builds.
sandogasa-bugzilla: new BzClient::create (POST /rest/bug) with a CreateBugResponse that surfaces Bugzilla rejections without erroring.
sandogasa-koji: new tag_build (with --wait) and build_info_with_changelog.
