Bodhi is disabling automatic push to stable due to negative karma. The maintainer may push manually if they determine that the issue is not severe.
As I said there, icons download has nothing to do with pgp keys, neither with dnf5 plugin nor PackageKit. You mean a different bug.
I discovered that this update improves bug 2463519 in certain cases (fresh installs at least). Even though it still doesn't work for me, it's an improvement, giving thumbs up
