Rebase to upstream GNU Binutils 2.46.1.
Brings in fixes for PR 34028 (seg-fault in x86 assembler), PR34088 (linker creates binaries that crash when LTO is used with -lm), and PR34125 (the binutils would not build with glibc 2.43).
