I think this update has an error in its name. When I attempt to update, dnf refuses to use it to replace my mariadb-10.11.15-3.fc42.x86_64 version.
No, I think it's fine. the source package name is versioned, but it produces binary packages with unversioned names. See https://koji.fedoraproject.org/koji/buildinfo?buildID=2946221 - it produces mariadb-10.11.16-2.fc42.x86_64.rpm etc.
