Requires: yum-utils >= 1.1.31, Installed: yum-utils-1.1.30-14.el6.noarch (will soon be 1.1.30-17.el6, but no 1.1.31 in sight...)

I believe just one change to yum-utils needs to be backported onto the current RHEL 6 version (BZ#988429 -- see attachment). It worked for me after I applied this to yum-utils (and adjusted the required version of yum-utils in the SPEC file).
