The update increases the SOversion, hence ABI breakage. While the affected packages inside EPEL have been recompiled as part of this update, external programs relying on ZeroMQ will need manual attention - suggest to make this very clear somewhere. Per my reading of
https://fedoraproject.org/wiki/EPEL/GuidelinesAndPolicies this qualifies as "A major version update"?

A way to resolve that is to provide a compat package that provides the old soversion, but it's not maintained, so that's ill-advised.
Releasing a notice via ML would probably be better.
