The kolla gate was made highly unstable by the introduction of IPV6 in -16. i would have -1'ed that one too, if I had caught it in time.
I welcome your commits to kolla to test out the gate. If you need help ask a friendly kolla developer in #openstack-kolla.
The issue we have I think revolves around epmd and the binding thereof to ipv6 addresses. FWIW here is my attempt to get your repo operational:

rabbitmq log indicates this error: Protocol: ~tp: register/listen error: ~tp~n",["inet_tcp",econnrefused]}, then it crashes.
This update has reached 14 days in testing and can be pushed to stable now if the maintainer wishes
