There is a dependency issue.
On rhel7 there is a package python-augeas. But because that is a distro package, there is no provides for python2-augeas which python2-certbot-apache requires. So please fix that requires to python-augeas on epel7.

This package does not work. The dependency chain is busted. As mentioned earlier, python2-augeas is python-augeas in EL7.
