enhancement update in Fedora EPEL 7 for openvpn

Releasing upstream openvpn-2.4.5, which contains several bug-fixes and feature improvements. Details can can be found here in the upstream change log.

Please note the separate list of deprecated options. Several options are going to be removed in the coming releases.

And also start planning your migration away from the Blowfish/BF-CBC cipher. OpenVPN 2.4 provides by a quite easy way to do the cipher migration gradually.
