Tested, and doesn't work:
1) Cannot create new graphs (rrd files) because 'cacti' user now has no permissions to /var/lib/cacti/rra.
2) Could not remove spikes - as before, /var/lib/cacti/rra requires the 'apache' user to have write access as well.

Bodhi is disabling automatic push to stable due to negative karma. The maintainer may push manually if they determine that the issue is not severe.
Please revert your negative karma. It's not a bug. It’s intended to run cacti poller as apache user and we have changed all permissions to apache:apache. Maybe, you have to update your settings in /etc/cron.d/cacti to run the cacti poller as apache user.
I have tested this change in different environments and it works as expected.

You are both correct, the new version works as expected. It created new graphs with no problems, and I could kill spikes on them with no problem.

Reverted karma. It seems like something got messed up. On Monday I'll remove cacti completely from our test server, and try again.
This update has reached the stable karma threshold and can be pushed to stable now if the maintainer wishes.
